Ask or say?

On this flckr photo about priority seating.

“Whooooo! A three seater elderly/disabled section!
The buses used to ask you with a red heart, if you would kindly give your seat to someone who is disabled or elderly.
The signs don’t ask you on the subway!!
It’s very embarrassing to ask someone if they would please give up their seat. Fortunately, this doesn’t happen often, and no one ever gets angry about it when I do. On the way home from this day’s adventure, I was lucky enough to get a seat in the disabled section between two big guys, one of whom was using a laptop.”

It made me think- should people be asked or just told through signage??  When courtesy of moving becomes part of culture, the signs should almost be redundant.
